    MS. PERINO: A couple of announcements for you. The President had his briefings this morning. He is also, this afternoon, going to be meeting with the President of Iraq, President Talabani. I expect them to discuss a number of important issues that are in front of the Iraqi parliament now, including the provincial elections law. They will also likely discuss the improved security situation on the ground, as well as the ongoing talks regarding the strategic framework agreement.

    MS. PERINO: Good morning. You just heard the President speak. Then he'll be going to lunch with the Secretary of the Interior and he'll meet some of the employees there, and then he will visit Walter Reed this afternoon. Scott Stanzel will be going on that trip with you, so check in with him if you have any questions on that.

    MS. PERINO: Good morning. The President will make remarks at 1:10 p.m. today on the South Lawn, on volunteerism; a word about that. After 9/11, President Bush called on all Americans to serve their communities, their nation, and the world. In his 2002 State of the Union address he announced the creation of USA Freedom Corps, and also called for every American to commit at least two years -- which is 4,000 hours -- to the service of their neighbors and their nation.

    MS. PERINO: Good morning. I have a few announcements for you. You saw the employment report released this morning, the loss of 84,000 jobs and an increase in the unemployment rate to 6.1 percent. There's no question that the labor market is not as strong as we'd like and these were disappointing numbers. We want to see the economy return to job growth and we understand that this is a difficult time for many Americans. We want everyone who wants to work to be able to find a job.

    MS. PERINO: Good morning. As you know, President Bush has left for Camp David. He'll be there until Saturday morning.

    MS. PERINO: We have a scheduling update. President Bush will address the GOP convention today, but from the White House. He'll do that from the Cross Hall in the 9:30 p.m. half hour. You'll have to call the convention and get the exact time on that. But he'll be able to address them today. It will be a shorter speech than was planned in the hall, but the entire convention is a little bit shorter.

    MS. PERINO: Hello. Happy Friday. Today Senator John McCain announced his vice presidential pick, Governor Sarah Palin of Alaska. The White House is energized and excited by this choice. President Bush called Governor Palin just before his meeting with President Kikwete of Tanzania. He said that the McCain-Palin ticket is very strong. He wished her good luck, told her that she will be a fantastic vice presidential candidate, and that he is looking forward to a great victory in November.

    MS. PERINO: Good afternoon. I know it's very strange to be briefing this late, but it was due to the President's schedule. He had a very good day at the CIA with two briefings and then a chance to meet with many members of the CIA, many of the employees, many of the young employees. He spent about a little over two hours in the cafeteria shaking hands, signing autographs, talking with the employees there.     MS. PERINO: Good afternoon. You heard from the President just about an hour ago. The President and his national security team are obviously very concerned about the state of Georgia and have been working intensively with our international allies to secure a cease-fire and to provide humanitarian aid to those in need.

    MS. PERINO: Good to see you. Earlier today, President Bush met with his Cabinet and spoke in the Rose Garden about the importance of addressing our nation's energy needs. And as you heard the President say, Democratic leaders in Congress need to stop standing between the American people and the vast energy resources we have here at home. And we believe they should allow a vote to expand exploration.

    MS. PERINO: Hello, everybody. A couple of things. The President is just finishing up a lunch right now with Prime Minister Gillani of Pakistan. They had a very good meeting -- I would describe it as a serious meeting -- one in which they spent most of the time talking about counterterrorism issues. The President reaffirmed his commitment to Pakistan for the aid that we provide.     MS. PERINO: Hello, everyone. I'll start off with two announcements. As you all know, there's a hurricane brewing in -- off the Gulf, actually hitting land now. The federal government has been working closely with the state of Texas to prepare for the hurricane called Dolly. We've been identifying resources and pre-positioning supplies in case they are needed after the landfall. And FEMA has deployed a couple of teams there and will have more information for you if you need it.

    MS. PERINO: Good afternoon. A couple of announcements. This afternoon at 1:30 p.m., President Bush will make remarks at an event commemorating Colombia Independence Day. In addition to recognizing our shared history and the great strides in democracy and human rights by Colombia under President Uribe, the President will also highlight the need for Congress to bring the Colombia free trade agreement to a vote. This trade agreement would bring economic benefits to the United States and would suppo
